A Methodology for eCall Performance Laboratory Examination
The eCall is a public safety telecommunication service introduced and fostered by the European Commission, expected to become available nation-wide in the EU member states since 2014. Aimed to provide the automatic notification of a road traffic accident and a prioritised communication link between the vehicle occupants and a public safety answering point (PSAP), the eCall service is to improve traffic accident management, increase the road traffic safety and contribute to optimisation of the medical recuperation of those surviving the traffic accidents. The in-band modem eCall, agreed as a standard version of the eCall service, currently undergoes the infrastructural and performance examination, conducted by the consortium of nine European national eCall pilots comprising the EC-co-funded Harmonised eCall European Pilot (HeERO) project. The authors present the methodology for the eCall performance laboratory examination to be used in the eCall performance examination conducted with the Croatian eCall Pilot. After a comprehensive description of the in-band modem eCall, a set of the eCall performance parameters (Key Performance Indicators, KPIs) are presented along with the proposed acceptable levels of the eCall performance. Then, a set of laboratory examination scenarios and execution flow charts, that covers the range of expected eCall use-cases, are presented and discussed. This paper concludes with the summary of a methodology for the eCall performance laboratory examination.
