Leasing the Indiana Toll Road: Reviewing the First Six Years Under Private Operation

Indiana agreed to lease the Indiana Toll Road (ITR) in 2006. This paper outlines how the state has managed the $3.8 billion upfront payment received from the Indiana Toll Road Concession Company (ITRCC) in exchange for operating the toll road for 75 years. A majority of this payment was allocated to the Major Moves program, Indiana's 10-year transportation plan, and a summary of program accomplishments is included. Aspects of the ITR contract are examined including required investment in the Toll Road by ITRCC and performance standards built into the agreement. Policy implications and responses to common lease criticisms are also explored in this publication.
