The paper analyzes the European Union (EU) policy on maritime safety and environmental protection. For many years the EU member states have been ignoring the Commission’s proposals on maritime safety and environmental protection. The reason why they could do it is the absence of any reference to transport safety in the Treaty. However, in 1993 the Treaty on European Union added a new reference to measures to improve transport safety which has since then provided an important basis for the EU action. The EU is making continuous efforts in protecting maritime safety and environment through strict adherence of international standards. Moreover, the Union measures often go beyond the minimal criteria set by the international instruments. The paper reviews measures adopted in the EU third maritime safety package.
