Technological and economic characteristics of road transport are different from the production sectors of the economy; they have particular characteristics, and therefore in forming and implementing a strategy and business policy they manifest certain characteristics and peculiarities. Traffic services cannot be stored, cannot exist independently on the market outside the production process, and the elasticity of demand adjustment is much lower, which creates a number of difficulties in formulating and implementing the policy of road transport companies. In order to formulate a strategy and business policy for achieving the desired objectives of development and operations, the management of road transport needs to provide a systematic study of movement strategies of the development and production in the manufacturing sectors of the economy and the related systematic study of the transport market; it is necessary to analyze the structure and dynamics of regional demand flows for goods transport services, determining the position of their own companies in the transportation market in the formation of flow capacity and supply services. In fact, in order to achieve the set targets, the total process of management activities in road transport assumes three interrelated dynamic processes, and these are: to assess the situation and relations on the market of transportation of goods or passengers, determining the capability of your company on this market, and the methods and ways of setting and achieving the goals of business and enterprise development.
