Air Transport Development in Croatia: Strategy without Strategy

Razvoj zracnog prometa u Hrvatskoj: strategija bez strategije

The period after the year 2010, is characterized by the absence of a strategic framework for the development of the economy including transport sector in the Republic of Croatia. Air transport in Croatia joined the trends of deregulation and liberalisation in the previous period, but without defining strategic objectives. In these circumstances the cluster of air transport can be characterised as "strategy with no strategy.” The new circumstances extremely favored monopolies (airports, air traffic control, fuel supplier etc.), while the airlines in a highly competitive market used to face significant problems in business or went bankrupt (Air Adriatic, Croatia Airlines, Dubrovnik Airline, Trade Air). This paper defines the strategic directions of future sector development based on clustering and harmonization of air transport value chain. Preliminary growth projections to 2030 year based on the analysis of the development has been modelled.
