Congestion Charging in Gothenburg - Model Development and Model Results
The idea of a congestion charge in Gothenburg was initiated at informal political discussions during the summer of 2009. In September 2009 a design project was started, resulting in a thoroughly assessed system design proposal in December 2009. This extremely fast process put a lot of strain on modelling resources, and adding to this a number of challenges had to be met leading to major model developments, such as a new method of using travellers’ value of time and a “multi-passage rule” leading to development from link based to route based cost calculations. In this paper the authors first present some background information on the traffic situation in Gothenburg and the objectives of the road pricing scheme for Gothenburg. The main focus in this paper will be on the traffic model used in the design process, model development and the predicted effects on traffic in Gothenburg.
