Certification of European Electronic Toll Systems
This paper considers some of the processes that would be appropriate to the initial and ongoing certification of compliance with the Standards and Specifications for interoperable road charging systems. The material is considered within the context of the European Electronic Toll Systems (EETS) Directive (2004/52/EC) and the subsequent first Decision (2009/750/EC) that came into effect in October 2009. The paper recognises that, at present, the available specification materials are insufficient to fully and completely define, and hence implement, the core set of EETS services. Rather, the approach presented sets out an outline certification methodology for a context that ought to emerge as further progress on specifications and standards is made.
