Effects of U.S. Tax Policy on Greenhouse Gas Emissions
At the request of the United States Congress, the National Research Council established the Committee on the Effects of Provisions in the Internal Revenue Code on Greenhouse Gas Emissions. This committee analyzed U.S. tax policy and its impact on greenhouse gas (GHG) emissions and climate change policy. The Committee found that current tax expenditures and subsidies do not significantly reduce greenhouse gases. Taxes or tradable allowances that specifically target GHG emissions are suggested to address climate change. Chapters include: Methods for evaluating tax policy effects on GHG emissions; Energy-related tax expenditures; Energy-related excise taxes; Biofuels subsidies; and GHG emissions and broad-based tax expenditures.
