Evaluation of Road Traffic Safety Using Integrated Fuzzy TOPSIS Method

Road traffic safety is today one of the main problems of safety in general, all across the world. It is usual that road traffic safety is expressed by the total number of crashes and/or by the number of fatalities and injured persons in traffic accidents and by the property damage. These numbers are often compared with the number of inhabitants, number of motor vehicles or passenger cars, length of roadway network to get the relative indicators of road traffic safety. However, these parameters individually cannot give valid general evaluation of road traffic safety on a certain territory, region or country. Also, regions or countries cannot be compared based on these parameters because each parameter gives a different ranking result. Besides, the subjectivity of evaluations, especially in estimating the injury level and property damage contribute to the complexity of the problem. This paper presents integrated fuzzy Technique for Order of Preference by Similarity to Ideal Solution (TOPSIS) method whose application may improve the quality of road traffic safety analysis and enable more authentic comparison of road traffic safety in different areas and different conditions. The method takes into account and classifies the objective and subjective criteria and subcriteria, integrated weights and resulting values of decision matrix. The fuzzy analytic hierarchy process (AHP) and integrated method of application weighting characteristics are used to solve the problem of subjective weights and objective ones. These values are obtained by linguistic expressions and objective evaluation values. A hypothetical example of ranking road traffic safety is presented in order to demonstrate the computational process of the fuzzy TOPSIS algorithm with denotations of possibility of practical application of this method to the chosen area.
