Training of VTS Personnel
Current level of the navigation safety includes all the necessary measures and procedures that may affect risk reduction of maritime accidents, thus acting preventively to protect human life and property at sea and to protect the sea and the marine environment. One of the most important measures include monitoring and management of maritime traffic on the waterways. Efficiency and reliability of Vessel Traffic Service (VTS) depends on the level of technical solutions and equipment available and capabilities of the personnel. Key people in performing the operations are VTS operators. Their ability depends on the competence and skills, which require constant investments and regular checks in order to reduce the risk of errors in operating procedures. The objective of this paper is to present a possible structure of training of personnel that works in the Vessel Traffic Service, which has been recommended and accepted by the International Maritime Organization. There are three main areas of training: theory and practice from the classroom, simulation and on-the-job training.
