Funding and Investing in Infrastructure
Infrastructure financing and investing necessitates that governments pinpoint the type of facility that needs financing (streets, city buildings, for example), which can then lead to an evaluation of who should pay for the facility, how it should be paid for (means of financing), and how much money should be provided for it. Finding monetary resources for infrastructure is part of government budgeting and planning. It requires a complete evaluation and assessment of infrastructure demand, use, need, condition, and performance. A major element in financing infrastructure is pricing, and this policy brief attends to that element in its recommendations.
