5 steps to a winter-liquids program
This article suggests that adding liquids to a winter highway maintenance program can be cost effective. It follows the case of the Village of Spring Grove, Illinois's public works department and how they built their own brine-production system, including detailed steps to implementation. Justification for a liquids program includes reduction of salt use by pre-wetting, as well as lower overtime, fuel consumption, and vehicle wear and tear. The issue of resident education and its importance in order for the maintenance program to be a success is emphasized.
