PROGRESS IN HIGHWAY SEVERANCE STUDIES

SEVERANCE STUDIES OFFER A WAY OF CORRECTING CERTAIN OVERPAYMENTS AS WELL AS CALLING ATTENTION TO THE FEW CASES WHERE TOO LITTLE IS BEING PAID FOR HIGHWAY RIGHT-OF-WAY. MANY STATE HIGHWAY DEPARTMENTS ARE NOW ENJOYING THIS BENEFIT FROM THEIR SEVERANCE STUDIES. ANOTHER INDICATION THAT PROGRESS IS BEING MADE IN BRINGING PAST EXPERIENCE TO BEAR ON CURRENT RIGHT-OF-WAY ACQUISITION PROBLEMS IS THE IMPROVED UNDERSTANDING OF THOSE CHARACTERISTICS AFFECTING VALUES IN THE PERIOD FOLLOWING RIGHT-OF-WAY ACQUISITION. THE FINDINGS FROM CASES ALREADY AVAILABLE ARE NOT CONCLUSIVE SINCE THEY MAY CHANGE WHEN MORE CASES BECOME AVAILABLE FOR ANALYSIS. LAND SEVERANCE STUDIES HAVE BEEN UNDERTAKEN TO ASSIST IN RIGHT-OF-WAY ACQUISITION, ALTHOUGH FINDINGS FROM THESE STUDIES ARE TURNING OUT TO BE USEFUL FOR SUCH PURPOSES AS LAND USE PLANNING, ESPECIALLY IN INTERCHANGE AREAS. /AUTHOR/
