IT IS CONCLUDED THAT IF THE IRREGULAR OFFER GIVES THE GOVERNMENT EVERYTHING THAT AN OFFER STRICTLY FOLLOWING THE INVITATION WOULD GIVE, AND GIVES THE OFFEROR NO ADVANTAGE OVER THE OTHER BIDDERS, THEN THE IRREGULARITY COULD BE WAIVED AND THE BID ACCEPTED. DEFICIENCIES IN BID SECURITY AND DATA ON BIDS MAY OR MAY NOT REQUIRE REJECTION.
