DISCUSSIONS OF THE PERFORMANCE OF EMBANKMENTS CONSTRUCTED OVER PEAT

THE DISCUSSER POINTS OUT THAT THE AUTHOR HAD CITED A FAILURE WHICH OCCURRED IN A NONSAND DRAIN AREA WHEN THE FILL REACHED 8 FT. IN HEIGHT, WHILE IN THE SAND DRAIN AREA, FILLS UP TO 21 FT. HIGH WERE CONSTRUCTED WITHOUT FAILURE. THE AUTHOR ATTRIBUTES THE INCREASED STABILITY OF FILLS HAVING SAND DRAINS TO PILE ACTION OF THE SAND DRAINS. THE DISCUSSER MR. BIGHAM, DOES NOT UNDERSTAND HOW THE AUTHOR ARRIVED AT THE OPINION THAT THE SAND DRAINS EXHIBITED SIGNIFICANT PILE CAPACITY. MR. LO PINTO SUGGESTS THAT THE AUTHOR'S 4TH CONCLUSION BE EXPANDED BY ADDING "RATES OF LONG TERM SETTLEMENTS MAY ALSO BE REDUCED BY CONTROLLED VIBRATORY COMPACTION OVER SAND BLANKETS AND FILLS." THIS METHOD PERMITS QUICKER APPLICATION OF CONSTRUCTION LOADS THAN LONG TERM OVERLOADING ALLOWS. SUCH CONSOLIDATION METHODS HAVE PROVED SATISFACTORY IN THE WRITER'S EXPERIENCE ON PEAT DEPOSITS SIMILAR TO THOSE DESCRIBED BY THE AUTHOR, EXHIBITING SIMILAR CONSOLIDATION CHARACTERISTICS AND HAVING DRY DENSITIES RANGING FROM 10 PCF TO 80 PCF AND WATER CONTENTS OF FROM 200% TO 800%. THESE METHODS WERE USED ONLY ON SINGLE BUILDING SITES OR FOR RESIDENTIAL DEVELOPMENT SITES, AND NO OPPORTUNITIES WERE AVAILABLE FOR POST-CONSTRUCTION TESTS. HOWEVER, INSPECTIONS 2 YR TO 5 YR LATER SHOW NO SIGNS OF ADDITIONAL CONSOLIDATION OR SETTLEMENT. IT IS FELT THAT SIMILAR STUDIES ON THESE BUILDING SITES AS WEBER PRESENTS ON OVERLOADS, WOULD ADD SUBSTANTIALLY TO THE STATE OF THE ART.
