Working together for the greater good [integrated transport]

It's often said that cooperation is the key to success. The merry go round of stakeholder integration based on conflicting operational needs is an ongoing challenge for transport network operators. At the end of 2011, VicRoads, Yarra Trams and the Victorian Department of Transport set about thinking more on how better to unite the management of the road based network to deliver coordinated government services with those of a contacted network operator. Hyder’s role was to develop the operational requirements by using a systems engineering approach and engaging each stakeholder individually to understand their needs and desires in an operational environment. After rationalising these the task was then to set about determining the priorities in a facilitated workshop which ranked the requirements based on how to best achieve the desired vision, agreed by all stakeholders, for the roads based network. The paper will discuss those high level requirements applicable to Victoria and which are transferrable to other states and regions including core business versus operational preference. Identifying the top requirement that all parties agreed upon and those which drew attention but in review were of a lower priority. It includes a brief view of the future of Integrated Transport Management Centres as viewed and researched during the project and how these deliver tangible benefits. This concludes with a short “lessons learned” summary on the development of the requirements and the challenges of fiscal quantification for the project going forward in a difficult economic climate.
