BORROW AREA USE, RESTORATION

THE RESTORATION OF A BORROW AREA SHOULD START WITH A CONSIDERATION OF ITS FINAL USE, AFTER IT HAS BEEN RESTORED, SINCE THIS INFLUENCES THE DESIGN AND PLANNING OF ITS SHAPE AND PLANTING. THIS RESTORATION SHOULD BE A RESPONSIBILITY OF THE HIGHWAY DEPARTMENT AND NOT THE PROPERTY OWNER. CARE SHOULD BE TAKEN NOT TO TURN THE AREA INTO SWAMP LAND. CONTRACTORS MUST BE HELD TO EXACT REQUIREMENTS FOR GRADING, DEPTH OF CUT, FINAL SHAPE, ETC. WHEN THE HIGHWAY IS FINISHED, THE BORROW PIT SHOULD BE INDISTINGUISHABLE FROM THE SURROUNDING SCENERY.
