CONSTRUCTION OF EMBANKMENTS ON SOILS OF VERY LOW SHEAR STRENGTH OR BEARING CAPACITY DEMANDS AN ADEQUATE KNOWLEDGE OF THE RATE OF STRENGTH-GAIN AS THE CONSOLIDATION OR SETTLEMENT OF SUBSOIL PROGRESSES DUE TO EMBANKMENT LOADS.
