Ensuring Consistent and High Quality Designs: The MDOT ITS Design Manual

The Mississippi Department of Transportation (MDOT) recently completed a comprehensive ITS Design Manual to ensure all ITS designs throughout the state were consistent, high quality designs that followed the same design criteria. Like many states MDOT already had very detailed processes and requirements in place for roadway design and other non-ITS projects. However, the ITS project designs would often vary from project to project and consultant to consultant. The MDOT ITS Design Manual was developed to guide MDOT staff and consultants throughout the entire ITS design process. This ITS Design Manual is intended to guide designers through the steps needed to develop a suitable design concept and complete a set of plans and specifications for Mississippi ITS projects, including projects executed by the Mississippi Department of Transportation (MDOT) or other jurisdictions in the State of Mississippi. Particular emphasis is placed on early development of the design concept and preparation of a Systems Engineering Analysis (SEA) report in accordance with the FHWA and MDOT requirements. This ITS Design Manual is divided into the following chapters. The first 13 chapters give design guidance on specific ITS Devices and communication components. Chapter 14 then discusses implementation of smart work zones and Chapter 15 describes how the overall plans, specifications and estimates (PS&E) should be compiled and organized for MDOT ITS projects. The appendices include example plan sheets and details. This presentation will provide an overview of the components of the design manual, the design criteria, the processes used to develop and incorporate the design manual and lessons learned that could help other states that need similar design criteria.
