Railways: Looking for Traffic

This chapter discusses railroad service in Africa. It covers a number of issues relating to African railroad infrastructure. It describes how railroads are financed and run (often through concessions), regulation of private railroad operators, infrastructure cost recovery policy, willingness or capacity of private rail operators to fund track renewal, operational and financial performance of concessions, and a description of density - of railroad networks, population, and rail traffic.
