Patterns of public transport use in the Melbourne metropolitan area
Examination of the characteristics of public transport riders has shown that the large majority of them are non drivers, ie, members of no vehicle households or unlicensed members of vehicle owning households. Although present public transport services are unable to meet all the transport needs of non drivers, current proposals to upgrade public transport are aimed mainly at attracting drivers away from their cars for the journey to work. There is evidence that implementation of these proposals will have limited success in achieving this aim. The need to consider ways of improving public transport for non drivers, who make up the majority of the population, will increase as jobs and activities generally become more dispersed throughout the metropolitan area (a).
