Number plate surveys on urban roads

A number plate survey procedure has been developed as part of a pilot study of travel speed flow relationships on urban roads. The procedure is described and its accuracy discussed. The data and experience gained from use of the procedure during the pilot study are formulated into a rational basis for the selection of sampling rates and distances between observer stations (a).
