Techniques for rural highway traffic prediction
This paper presents a summary of the procedures used in Victoria for rural traffic estimation and prediction with a view to demonstrating the techniques considered most suitable under Victorian conditions. In particular, attention is given to the various models used for annual average daily traffic (AADT) and highest hourly volume (hhv) estimation with the degree of accuracy and reliability expected. A general description is then given of the range of forecasting procedures in common use with special mention of the application of the gravity model for forecasting and traffic diversion. The paper concludes with recommendations for further development of more refined models for estimation and forecasting (a).
