A model for the economic evaluation of rural highway reconstruction projects

This paper describes the development of a computer model for the economic evaluation of rural highway reconstruction projects. It is largely concerned with the determination of road user vehicle and time costs. Other cost estimation is treated in less detail. The computer model can be used to determine the net present value of proposed reconstruction projects which are competing for budget allocations. The model was used to analyse three sample projects several times to determine the sensitivity of the results to changes in various factors. It was found that the results were insensitive to many factors, but that traffic volumes in particular should be estimated accurately.
