An effective means of controlling and supervising long term on street parking: parkatarea parking

This paper sets out the effects of long term on street parking on business, commercial and residential interests in the fringe areas which surround the central business district of Brisbane. Traffic and parking data relevant to the problems generated by these parkers are presented. Arising from consideration of these data, a parking system known as parkatarea parking was introduced as a means of overcoming the problems. Parkatarea parking is a new concept in the field of on street parking control and supervision. The scheme apportions street parking space between long and short term parkers. Short term parking is available free, but a parking fee is required from those who desire to park for long periods at a single location during the day. The principles of legislation, method of installation, and mechanics of operation of the scheme are described, as well as the effects its introduction has had on traffic and parking behaviour. It is concluded that in Brisbane this parking system has proved to be effective. The scheme has also provided a means of obtaining revenue from long term parkers, who contribute to a marked degree to the peak hour traffic conditions (A).
