A framework for evaluation of transport and related changes in Melbourne
The report begins with a discussion of individual and household characteristics that appear to affect behaviour in the sense of responses (ie, allocations of time and other resources) to the opportunities and constraints of the urban system. These characteristics or determinants of behaviour include command of resources, class background, ethnic background, age and stage in the life cycle, etc. It is suggested that these determinants will affect the nature and severity of social impact from changes to the city's opportunities and constraints, resulting from transport and related policies, strategies and projects (a).
