Resource allocation, price theory and policy

In the first section the question of resource allocation in the urban transport sector is discussed. The broad policy objective is examined in the second section, with a discussion of the uses of price policy in achieving objectives, and their limitations and the possible need for non price methods (regulation) in the third section; the fourth section examines actual price policies pursued by transport suppliers; finally there is a brief conclusion which attempts to place the discussion of urban transport policies in an appropriate time perspective (a).
