Finance programme management and legislation
In accordance with management principles that the direction and control of programmes should be closely related to responsibilities, the board has introduced new procedures for the allocation of funds and the claiming of reimbursement of expenditure by councils. The procedures recognize the high level of responsibility of councils for unclassified roads, the statutory need for all permanent works and maintenance on main roads to be to the satisfaction of the board, the board's responsibility regarding funds at its disposal, and the need to meet commonwealth legislative requirements (a).
