Urban services and distributive justice: a Sydney case study

The particular mixture of utilitarianism and positive discrimination revealed in recent public policy in Australia is examined, and from it a set of criteria are derived by which the 'equity' of the urban system can be judged. The study summarised in this paper was based on a 1971-72 survey of housing in Sydney, and on related data from other sources (a).
