Basic philosophy of road maintenance
Much of the existing philosophy about roads is directed to the design and construction of roads and roadways and to the functional properties and use of roads by modern motor vehicles. Little basic work appears to exist about the complex matter of maintaining roads and the relationship between this and the road in service. This paper attempts to describe a number of the basic concepts and philosophies that influence the Country Roads Board approach to and conduct of road maintenance.
