Evaluation of public transport projects

This document has been prepared to assist the mta, Brisbane in the development of their approach to the evaluation of public transport projects. Various conventional techniques are discussed and assessed with the discussion oriented towards public transport. A number of issues conventionally discussed in the theory of evaluation such as sensitivity analysis and discount rates are not covered as it is felt that there is sufficient information on these topics in the readily available literature. The emphasis is on techniques that may not be well known to those in the mta who have to carry out evaluations. As well, new developments in the established techniques are discussed. A series of recommendations are found at the end of most sections. These deal, for the most part, with detailed assumptions and points of techniques on which the mta should have a position. A final section outlines a recommended approach to evaluation the mta could adopt in project identification, the evaluation of large capital projects and the financial evaluation of all proposals ranging from operational schemes to new capital projects.
