Metropolitan Adelaide data base study: discussion paper on models formulation

The report examines the proposed model development phases of the metropolitan Adelaide data base study. In essence the paper makes two central recommendations with respect to models formulation: 1) to revise the models formulation to take greater advantage of the power of disaggregate models and their estimation techniques. 2) To revise the model set to obtain greater consistency of theoretical and practical aspects through the range of aggregate projection, disaggregate behavioural and sketch planning models. With respect to models context, the paper establishes an explicit framework in which the models are seen as a major part of a background 'research' task designed to service future physical projects and policy analysis needs in Adelaide over the next few years. Two issues remain for client agency decision. These are: 1) whether to include accessibility variables in the trip end models of the aggregate model set 2) what form of sketch planning model to adopt.
