Ways and means of reducing costs in the department: discussion paper
In the traffic service field action taken by the department is essentially a "first aid" attempt rather than a planning measure for future needs, and is aimed at alleviating the existing problems of hazard or restriction which are already evident by virtue of the history of recorded accidents or delay at specific locations in the system. Under the circumstances any single minded attempt to reduce costs in the department could inadvertently detract from the fundamental purpose of lowering the cost to community as a whole in the form of reduced accidents primarily, and also to some extent in the form of reduced delay. It should be noted that the very basis of the federal government's miters programme which provides a large proportion of the funding for the department's traffic service programme is directed at employing recommended and proven signing, marking, channelisation and signal practice in the interest of benefit/ cost savings to the community as a whole deriving from accident reduction.
