Private buses in Melbourne: operation within a priority road system: investigation of the effects of statcon on bus operations

This report describes a study of the impacts of the statcon programme on private bus operations in the Melbourne metropolitan area. Problems of bus operation, whether caused by statcon or other factors, are identified and a methodology for the study of these problems developed. A sample of 20 bus routes was selected and 124 potential "statcon problem sites" identified on a theoretical basis. 35 of these locations were selected for detailed survey and the results of these surveys subjected to various analytical procedures. Delays to cars, buses and bus passengers were identified and general delay/ flow relationships explored. Possible methods for the reduction of delays to buses are discussed, both in a general sense and in relation to the 35 detailed survey locations. Other problems of bus operation observed in the course of the study are separately treated, possible solutions being suggested. The outline of an operational assessment of the total TRB private bus system is given, a blueprint being supplied for the scope and management of this investigation.
