Requirements of a mass accident data system

In highway safety there is an insatiable demand for data to answer a variety of questions that seem to vary daily. Mass accident data is seen here as a point on an information spectrum in which quantity of data is traded against depth of data to control cost. The strength of mass data is its perspective. It becomes possible to find out how much actual improvement is attributable to a counter measure and to assess effectiveness against cost.
