Recent development of low cost pavements in Japan
Japan road administrative agencies established a new policy about 10 years ago that the roads carrying low traffic should be covered by intermediate type bituminous pavements even before the improvement of their geometric figures. Low traffic in Japan is defined as less than 60 commercial vehicles per one direction. As a technical standard, the manual of intermediate type bituminous pavement was published in 1964 by the Japan Road Association and has been revised twice in 1969 and 1975. A draft guideline for reinforced bituminous surface treatment of roads was also proposed. Thus both guidelines are expected to be useful for the paving work of 890,000 km long municipal and local roads. The design of the intermediate type bituminous pavement is based on the CBR of subgrade soil and is expected to last five years. It is difficult to evaluate pavement performance at this stage because the reinforced bituminous pavement just been constructed.
