Transport and road research centres in developing countries

Most countries of the third world spend very substantial proportions of their annual government expenditure on building and improvements of roads. A national transport and road research centre can provide information and advice to the government to help in formulating and implementing a transport policy which serves economic and social development, this paper draws attention to the need for such centres and suggests how they can be organised. It also suggests ways too in which the work over many years by the overseas unit of the Transport and Road Research Laboratory in the United Kingdom can help this. It also outlines the work of a national transport and road research centre covering fields such as transport planning, traffic management, road safety, engineering geology including terrain evaluation and soil survey, highway engineering and information and training services. The appendix lists a selected bibliography of publications issued by TRRL on topics concerned with or appropriate to road transport problems in South East Asia.
