Automotive emissions and energy, the oil refiner's concern

Growing concern for the immediate supplies of crude oil has created an environment where an increased demand for oil could well go unsatisfied thereby introducing a shortage situation into the critical transport market supplied by oil. The removal of lead from petrol can have a significant impact on demand for crude oil. Experience in the United States indicates that a high octane lead free fuel would be required, creating refinery energy penalties that cannot be off set by fuel economy improvements in the motor vehicle. Alternative technologies capable of meeting immediate environmental requirements without energy penalties should be given full consideration before major policy decisions are made which could determine the future availability of transport fuel (a).
