Maintenance methods - open surface roads

This paper discusses the organization and methodology for the maintenance of a large open surface road network. When considering such a network it is difficult to totally separate maintenance and construction. While some operations are clearly maintenance (eg, patrol grading) and some are clearly construction, there are a number of activities which can be put into either category. Such works are generally classified in this department as 'major' or 'special' maintenance, and cover the typical operations of an open surface maintenance gang where, in the course of maintenance, the opportunity is taken to carry out limited improvements (eg. Forming up and sheeting low sections, improvements to floodways, installing culverts).
