Road research in the eighties

The paper discusses the future in road research with particular emphasis on ARRB's role. It begins with a listing of 25 predictions for the future taken from an earlier report (air 000-136) which mainly deals with the community's response to rising relative costs of transport. They range from predictions related to the structure of our towns to public transport subsidies. A discussion is then given of the research planning technique adopted by ARRB and of the resulting "three year research development and information strategy". The current version of that strategy is included as an appendix. The contents of the strategy are then briefly described with an emphasis on (i) the performance of roads, (ii) heavy vehicles, (iii) travel patterns, and (iv) driver behaviour. Cross sections of the strategy are then taken to illustrate its relationship to (1) energy, and (2) local government. Finally, ARRB's new funding arrangement which allows outside bodies to fund research at ARRB is explained and a copy of the prospectus is attached as an appendix. (a).
