Funds for roads: an urban viewpoint

This paper reviews road funding in Australia, comparing commonwealth, state and local government expenditure as well as urban and rural expenditure. The author attempts to show that: 1) commonwealth road funding effort is presently inadequate and needs substantial increase; 2) funds for urban arterial roads in particular, need substantial improvement; 3) Victoria's position needs improving in relation to other states; 4) new road needs surveys must be established as a matter of urgency; 5) improved consultative procedures including local government authorities are urgently needed; 6) rolling programmes of identifiable grants are needed to enhance forward planning; 7) good roads are essential to the continued well being and future development of Australia.
