Energy: the role of the motorcycle

This report is a submission to the minister for national development. In the formulation of any national energy policy, a balance must be struck between the imperative to change (reduce) consumption patterns, and the need to moderate the social shock which will inevitably result from such change. The authors of this submission are convinced that, in the longer term, there will be fundamental changes to patterns of personal travel with major consequent changes to the social structure. Equally, they are convinced that the motorcycle has an underappreciated but very significant role in cushioning the short and medium term social disruption which must take place. This submission covers economic, technical, social, legislative, and safety aspects of an increased participation by motorcycles in the arena of personal transportation. The submission does not attempt to cover any particular aspect exhaustively; rather, it is designed to demonstrate the wide range of issues affected by the potential increased application of motorcycles within the personal transportation spectrum (a).
