Report on italian truck impact meetings: OECD heavy freight vehicles group and nardo experiment

This report records the author's attendance at the third meeting of the organisation for economic co-operation and development's (OECD's) co-ordinating group on the impact of heavy freight vehicles (hfvs). The purpose of the meeting was to review the group's draft report and the present report contains a brief description of the content of each section of the draft report, together with impressions of the discussion on each section. Subjects covered included hfv policy concerns in various regions, the scale of hfv operations in each country, hfv speeds and congestion factors, hfv accident involvement and design for safety, effects on pavements and bridges, hfv productivity and efficiency (including fuel consumption), costing of hfv effects (including operating, infrastructural and social costs) and hfv 'systems' studies carried out in some countries. The present report also describes a visit to the nardo experiment being carried out by the italian road federation. This is a major research effort where scientifically designed and instrumented pavements are subjected to passages of selected heavy vehicle configurations under controlled, but otherwise typical, operating conditions (a).
