On effecting behavioural change

The increasing utilisation of natural resources and the escalating costs of medical care, particularly for road traffic accident victims, raise the issue of more effective behavioural control. Whilst public awareness campaigns appear to be the natural choice for effecting such changes, their effectiveness is dubious. Often this has resulted from the use of general suggestions rather than specific statements. The possibility of the use of opinion leaders is discussed as well as some of the factors which appear to be important in producing persuasive communications (a).
