Procurement of road maintenance equipment

Procurement of road maintenance equipment under foreign aid or loan schemes requires proper guidance of all personnel involved whether in the initial planning and procurement programming stages or in the final receiving, operating and maintenance stages. This paper provides information and guidance to authorities involved in procurement of road maintenance equipment. The procurement methodology discussed in this paper describes the principal stages of the programming phase, eg, evaluation of existing equipment fleet, proposals for procurement of equipment and spares, evaluation of present organisation and support facilities, proposals for future organisation and support facilities, financial implications, preparation of final procurement programme and procurement schedules. Additionally it treats the sequence of functions which apply to implementation of the programme, eg, tendering, evaluation of tenders and award of contracts, commissioning of support facilities, reception and distribution of equipment, accessories and spare parts, financial supervision of the entire programme and technical assistance for the maintenance and repair programme as well as for the staff training scheme. The feasible order of implementation has been studied meticulously, as the benefits gained from the ultimate result depend on whether provision of the necessary resources is made at the correct times. The overriding factor which determines the timely and satisfactory implementation of the programme very much depends on this assumption (a).
