Road safety audit of development projects

This paper discusses the application of road safety audit to land use development projects. For audits of works on public roads the channels of decision making and responsibility are well aligned and the road authority has established obligations to road users. With off-road development projects the picture is not so clear. There is a need to apply appropriate skills, apply appropriate standards and identify whole of life project costs. The current scarcity of traffic engineering and traffic safety skills often leads to simple adverse land use - transport interactions not being anticipated. Road safety audit provides an opportunity to apply these skills to avoid safety problems. The types of projects deserving audits and the types of issues which can be addressed are discussed. Suggested procedures for incorporating audits into the town planning approvals process are detailed. It is concluded that legislation requiring audit of developments will be needed if they are to become widespread.
