Urban speed limits

The paper gives an overview of speed limits as an essential element in urban speed management strategies. Reference is made to the Austroads project reviewing the relevance of the present general urban speed limit in the context of developing an urban speed management strategy for adoption nationally. The technical concepts underlying an appropriate strategy are presented, and the case for changing current practice is outlined. A reduction in speed levels on local streets is seen as desirable, and introducing a lower general urban speed limit appears an efficient means of achieving this, together with extended speed zoning on traffic routes. The likely impacts of such change are discussed, and issues requiring special attention in implementing it are identified.
