Performance based specifications: realities and implications

Performance based specifications are receiving increasing interest all over the world. This paper describes a number of factors that are related to such specifications. It is shown that such specifications should include materials and structure and should recognize the interaction between structure and materials. Furthermore specifying pavement performance as end product implies much larger responsibilities for the contractor. Since in most cases actual performance is not specified, it is much better to talk about performance related specifications which have to be set for the end product which in this case is the asphalt mix as laid. It is suggested that such specifications are related to a large extent to mix recipe for standard conditions. For non standard conditions extensive testing that can be performed within a short period of time is recommended.
