Transport and greenhouse: what won't work and what might work

Proposals for meeting the Toronto target for reducing carbon dioxide emissions from the Australian domestic transport sector under a 'no-regrets' policy have been examined. The biggest emitters by far are private road vehicles. Without government intervention, emissions from them will increase greatly. Government cannot depend on the usual 'solutions', technological change and modal shift. Rather it will have to intervene to change social choice - to limit the growth of cities, to reduce the size of cars and to reduce the demand for travel.
