Technical regulations for vehicles and drivers

The Special Premiers Conference in July 1991 approved the establishment of a national heavy vehicle registration, regulation and charging scheme. The focal point for the new scheme is the establishment of a National Road Transport Commission to develop regulations for heavy vehicles on a nationally uniform basis and to develop a heavy vehicle charging regime. The development of technical and operating standards, rules and relevant procedures for driver licensing and vehicle registration and regulation are to be within the jurisdiction of the Commission. Vehicles to be covered by the national scheme are those which have a manufacturer's rated gross vehicle mass of more than 4.5 tonnes. This paper has been prepared to assist in defining the scope of technical legislation and regulations to be recommended by the National Commission. This paper does not cover issues relating to charges for vehicles.
